Item7139: Add nice bubble boxes around CommentPlugin comments

TWiki's CommentPlugin already uses nice user signatures in the default comments, tracked in Item7115: Configurable Signatures With Profile Pictures.

This item adds nice bubble boxes around comments.

To make it simple for users, and to avoid div clutter when editing the whole page, bubble boxes are simulated by the new signature -- %BUBBLESIG{FirstLast 2013-02-06} by adding the bottom of a fading bubble above the BUBBLESIG, and the top of a fading bubble below it. That is the very first comment has the top part of the bubble missing, and the last comment has an extra bubble top. This is a compromise to keep plain text as simple & readable as possible.

Yes, it works for default comments, example LitterTray.Item7139Test.

The comment box here uses a specific comment output template.
