Detail
Everytime it renders a chart image, the "makeChart" subroutine always redraw images without checking if the target image files already exists and can be reused. One possible scenario is the target image file already exists but for some reason it becomes read only, "makeChart" will return error after it fails to write image to the target file. This code change is to check and pick up the existing image file after it fails to write.
