It does not work to make a selection input object from tags from the current web and have the selections retained across form submissions. The only way to retain selections across form submissions is to use the default, which is the set of tags across all webs.

More details:

The $marker token does not work in format="..." when the web="..." parameter is present. I want just the tags from the current web, so if that were the default, I would be OK. But the default seems to be tags from all webs, not just the current one.

Two documentation sub-issues:

The documentation says that the default for web="..." is the current web, but the default is all webs.
There is no documentation on the selection="..." parameter. To retain selections across submissions, it would seem you need both $marker and selection="..."
