CLI engine is completely f***ed on trunk

It has very different function names to the CGI engine

As a result, the develop.twiki.org cron scripts have mostly stopped working frown

Some recent changes to CGI engine caused this issue. The change from prepareRequest to prepare may cause some side effects, since they have different holes. I'll check why I removed this method from other engines and update CLI according.

Marking as "Been Worked On" me (I'll add unit tests and check this issue carefully).
