These tests have been broken for ages. it is the test cases that should be made less dependent on CGI version so order of HTML tags is not compared.
The problem here is that the failure are so many that you easily overlook a real failure.

Sorry it took a while. I needed to recompile the VM player to get my test environment running again after a kernel update.

Looking at what is attached to this report, the problem is with the CGI version you are using (which is not XHTML-compliant) and not with TWiki. The testcase could be written to be more robust. Specifically, your CGI version is generating
rows=5
instead of rows="5".
With the fix for
Item3667 I believe it should now pass. Note that there are two
expected failures, from testcases that I wrote for Urgent bugs that are not yet fixed.

Yes it passed cleanly now. Cool.
I know my CGI is old. That is the whole idea of testing with
RedHat 7.3 and Perl 5.6.1. It is to verify that TWiki runs on what we currently say is the oldest junk we support.
Closing as this is not useful in release note.
