TWiki.NewUserTemplate has obsolete settings: EDITBOXWIDTH, EDITBOXHEIGHT, EDITBOXSTYLE, ALLOWTOPICCHANGE. They former ones are no longer used by the default
PatternSkin (and are confusing since they take no action), the latter one sends the wrong message to new users of locking down content. Removed values can easily be copied from
TWiki.TWikiPreferences if needed (such as if using another skin.)

I am reinserting the ALLOWTOPICCHANGE (commented out). This is not obsolete at all and very needed on public TWikis. I would not run my own without it. Noone ever edits each others home topics anyway. This has been discussed before and many of us insists it it there and it was a compromise to leave it commented out.
The problem leaving the user topics open on a public TWiki is that spammers have a special love for spamming home topics because they know the users never look at them and the communities do not follow updates to the Main web because in most TWikis this web only contains the users home topics which in 99.9% of the cases are never altered again once the user is registered. So spam can live there for months without being detected.

After talking to Peter we got the idea to have both advantages.
We simply move the ALLOWTOPICCHANGE into the already existing template section. Then it is default not in the new users topic and at the same time the info is available to the new admin.
I will action this.

Done. Also added a hint about
NewUserTemplate in INSTALL.html.
Also sneaked in a little doc update in INSTALL.html now that I had it open. There is no longer email settings in TWikiPreferences so I removed this.
