I don't understand how that's possible. pre-commit.pl contains the line:

fail("$BRANCH is disabled for checkins") if $BRANCH =~ /^(TWikiRelease04x00|DEVELOP)$/;

so something is rotten in the state of Denmark.....

A compile error prevented commits. I had to login to the develop server, hunt for the location of pre-commit.pl, fix it, in order to checkin a fix of pre-commit.pl. Chicken & egg smile
