It is my understanding that TWiki::_expandAllTags should expand only the built-in tags. However, it does also appear to expand those tags in plugins defined via TWiki::Func::registerTagHandler. This appears incorrect?

The desired effect of registering a handler via TWiki::Func::registerTagHandler from a plugin is to have the function called during TWiki::_expandAllTags.

Why should this be incorrect?

haj

Because there is no way of expanding tags without expanding the plugins. A plugin may expand some builtin tag only. E.g., in a number of occasions in plugins one wants %SEARCH% expanded, but not all plugins that might operate on the page. It seems that now we have the situation that some, but not all plugin tags are expanded via TWiki::_expandAllTags. Maybe that is by design, but it sure seems strange. -- TW

It is by design; that's what registerTagHandler does. I think the function of registerTagHandler is pretty well documented, strange or not, so discarding this.
