The message:
There are problems with renaming this web:
1.You are denied access to the following topics in the web: Sandbox/WebPreferences
2. The following topics are locked for edit, and cannot be moved: (none)
3. The following topics refer to topics in this web, but you are denied access to them: TWiki/EditTablePlugin TWiki/ManagingWebs TWiki/TWikiVariablesNtoZ TWiki/TextFormattingRules TWiki/WikiWord
4. The following topics refer to topics in this web, but are being edited: (none)
suffers from overload. Is it just one of the numbered reasons, or all of them that I cannot rename a web (presuming I am not in the TWikiAdminGroup)? Am I not able to rename a web because I don't have edit rights on a (one) topic?
See
http://develop.twiki.org/~develop/cgi-bin/oops/Sandbox/WebPreferences?template=oopsattention;def=rename_web_prerequisites;param1=Sandbox/WebPreferences;param2=(none);param3=TWiki/EditTablePlugin%20TWiki/ManagingWebs%20TWiki/TWikiVariablesNtoZ%20TWiki/TextFormattingRules%20TWiki/WikiWord;param4=(none);param5=style%3d%22display:none%3b%22
to see it in the page.
The lines ending on "(none)" can be removed anyway.
The web/topic references are very untwiki like not links and use dashes, instead of the notation
TWiki.ManagingWebs.

While you are correct, this is Low priority IMHO as the information is correct and complete.

Tagging as a documentation fix.

As far as I can see fixing this involves a lot of coding determining the exact cause. it is not a doc fix like changing the description in a TWiki web topic. This is misleading and I am wating my time opening one after the other of these. I am changing them back to engine bog when I see them. They may seem trivial to you Crawford so you call them document fixes but I think to most a document is a
document. This is UI changes that are required and this often also means that you need to know exact what goes on in the code and how to derive the right message from error codes etc
I leave is at Low. It is not a very important thing to fix
