Need a locking model for people who like to lock topics.%_N_%%_N_%Locks need to be managed by Store, and a lock violation signalled by an exception.%_N_%%_N_%If you try to edit a locked topic, it should redirect to an oops:%_N_%%_N_%_You can edit this topic anyway, but your changes may end up being merged with the other users changes if they save while you are editing._%_N_%%_N_%If you confirm, it should use the original URL with ?breaklock=1.
