Arthur had made it easy to change the colour and add artwork using CSS.
Most sites will want company logo and a fixed background colour on the web top bar. Now my Motorola webs look awful with the Logo distorted.
That was not smart.
We are supposed to be on a feature freeze and only fix bugs and update docs.
I am getting really tired now of new features to the
PatternSkin that triggers a flood of new bug reports each time.
This one is not smart at all.

I agree with Kenneth, better to keep the white background on the big header, but add a bg image. Arthur is working on a final version of the bg image, see
TWiki:Codev/ModernizePatternSkin. The bg image leaves plenty of white space on the left for the logo.
But I see your Will's point, the webcolor is only visible in the small logo in the breadcrumb. The Cairo version of the
PatternSkin had it a small colored header bar in the sidebar. I liked that.

I liked the Cairo header bar in the side bar too - with the web name.
At least the change Will did can easily be changed by making a custom css file called for example user.css containing
#patternTopBar {
background-color:#FFF;
}
But actually it is a bit nerdy or geeky to edit the top bar colour with style sheet. Maybe a variable you can set to a colour in
TWikiPreferences for site side or in
WebPreferences for web specific. And then you can always set it equal to the web colour if that is what you really want.

I agree with the point about the WEBCOLOR in the sidebar. In the top bar its too overpowering.
If you want to play detailed games, why not have a per web
WebTopBar that defaults to INCLUDE the one in the TWiki web?

arthur is going to look into using
WEBBGCOLOR
more to aid in navigation (especially along the lines of Cairo); changing to Enhancement.
