The {AntiSpam}{RobotsAreWelcome} is unchecked. That means, no pages can be index by search engines unless specifically enabled. Although I can see that a concious enabling can be desirable from a security standpoint, it is not in the collaborative wiki spirit of sharing content.

Most responsible admins of public TWiki sites will install the BlackListPlugin, which provides a more comprehensive protection than NOINDEX.

It is also a "gotcha" if an administrator tries to index an internal TWiki. It will be successfull only after RTFM.

Therefore, Dakar should ship with {AntiSpam}{RobotsAreWelcome} checked by default.

There seems to be second, related issue. No matter what the value of the checkbox is, the page has always a <meta name="robots" content="noindex" /> tag (also with disabled BlackListPlugin).
